1149885 - Extension install doorhanger jumps to the wrong icon, when location bar has icons for both extension-install-attempt and tracking-protection

STR:
 1. Toggle pref these prefs to true:
     privacy.trackingprotection.ui.enabled
     privacy.trackingprotection.enabled

 2. Visit https://addons.mozilla.org/en-US/firefox/addon/noise-control/
   (Make sure you see a tracking-protection shield at left end of URL bar)

 3. Click "Add to Firefox", and watch the doorhanger that appears.

ACTUAL RESULTS:
 -  An add-on "puzzle-piece" icon appears in URL bar, to the left of tracking protection shield
 - A doorhanger appears, saying "downloading and verifying add-on", correctly-pointing to the puzzle-piece icon.
 - BUT: when the doorhanger changes to the [Cancel][Install] final prompt, it "jumps" to the right, to point to the *tracking protection* icon.

EXPECTED RESULTS: Doorhanger should be attached to the puzzle-piece icon, when it shows the final [Cancel][Install] prompt.
