114991 - Control-Enter (Ctrl-Enter, Ctrl-Return) does not send message

Expected behavior:
In message composition window, pressing Control + Enter (a/k/a Return)
immediately sends message. 

Why this is expected:
1) Supported in previous Netscape versions, and other major mail client software.
2) Described in UI (to see: from Composition window, Select File -> Send and
you'll see the suggested keyboard equivalent).

Actual behavior:
Pressing Ctrl-Return in message composition window does nothing. 

I searched all 1400+ MailNews FE bugs and didn't find anything related to this
while searching the subject for "Control" or "Ctrl" -- sorry if this is a dup.
