1150375 - GMP storage entries get created for origins using the Clear Key CDM

Steps to reproduce:
 1) Use Nightly on Windows Vista or later (without e10s for the time being).
 2) Quit Nightly.
 3) Delete the gmp subfolder of the profile folder.
 4) Launch Nightly.
 5) Navigate to http://media.junglecode.net/test/dash-eme/sintel.html
 6) Take a look at the profile folder and its gmp subfolder.

Actual results:
The gmp subfolder of the profile folder gets re-created and its id and storage subfolders show a storage item (without stored data) for http://media.junglecode.net embedded on http://media.junglecode.net.

Expected results:
Expected GMP storage to be turned off for the Clear Key CDM and no id&storage entries to be created on disk for origins that use the Clear Key CDM.
