I found in bug 857359 it's easy to hit the per-host connection limit due to the way the pages are modified for the testing environment. Typically, resources are sharded across multiple hosts, but the captured pages we use in the tests don't have this. Consequently, we can easily hit the per-host connection limit, hampering performance.
