[1.Description]:
[Flame][v3.0][Settings]Tap Settings->"Call Setttgings" , but "Call Setttgings" item has no response with highlight and can't enter its sub menu, after that, user also can't enter other sub menu in Settings.

[2.Testing Steps]: 
1.Open Settings.
2.Tap some items in Settings,such as Wi-Fi/Bluetooth/SIM Manager (only don't tap "Call Setttgings").
3.Tap "Call Setttgings" item.
4.Tap other items,such as "Wi-Fi".

[3.Expected Result]: 
3.Can enter "Call Setttgings" sub menu.
4.Can enter other sub menu.

[4.Actual Result]: 
3."Call Setttgings" item has no response with highlight and can't enter its sub menu.
4.Other items also has no response with highlight and can't enter their sub menu.
