Steps to reproduce:

Tested on OSX Yosemite, Fedora 19, Win 7. Bug only appears in Win 7. Win 7 was tested on 5 difference machines, 2 different profiles, and 1 fresh install with no profile.

1) Title bar in Firefox needs to be enabled.
2) Open new windows in a new tab instead needs to be unchecked.
3) Firefox needs to be windowed, not maximized.
4) Open a page that has a footer by single/double clicking the link. (bug does not present if you right-click "Open in New Widow")

a) Open a Google Sheet with Tabs in a New Window
b) Open a Microsoft OneDrive Excel with Tabs in a New Window
c) Visit http://www.cssgirl.com/articles/2011/05/29/how-to-anchor-the-footer-to-bottom-of-page-or-header-to-top/ scroll down to the "Anchoring the Footer to the Bottom of the Browser Using Fixed Positioning" header and click on the "Check Out Demo" link.

5) Resizing window (any direction, or maximizing) will cause the contents to redraw correctly.



Actual results:

Contents of page are drawn to scale as if the title bar was not present. So footer and scrollbars are rendered partially off the window. (see attachment left side)


Expected results:

Contents of page and scroll bars should be drawn in window. (see attachment right side)

I didn't managed to reproduce this issue on the latest release(43.0) nor latest Nightly(46.0a1). Following you steps, my window was drawn correctly(as seen in your right-side attachment).

Can you please try to reproduce this on the latest release(43.0) and latest Nightly(46.0a1) and provide the results? When doing this, you can try to reproduce this bug with a new clean Firefox profile, maybe even in safe mode, as some of this issue can be caused by third party installed software(https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems).

I've tried 2 new machines, both Intel NUC's, with a clean Windows 10 install, and a clean release(43.0.2) install and I'm still able to recreate the issue. I've tried safe mode, and using a clean profile, issue still replicates every time.

All 4 steps have to be followed to recreate.

1) Title bar in Firefox needs to be enabled.
2) Link must be opened in new window NOT in new tab.
3) Firefox needs to be windowed, NOT maximized.
4) Open a page that has a footer by single/double clicking the link. (bug does not present if you right-click "Open in New Widow")

(I have "Open new windows in a new tab instead" unchecked in FF, then simply opening a Google Sheet with tabs in it produces the bug.)

I'm still unable to reproduce this issue on the latest builds(release 43.0.3 and Nightly 46.0a1). However, I will add a component and hopefully someone with more experience and knowledge will jump in and help.
