I guess this behavior was ported from FUEL in bug 989307, but it seems dangerous to me to have a general-purpose utility-sounding method like "restartApplication" that doesn't fire quit-application-requested to let other consumers potentially veto the restart (e.g. download manager with in-progress downloads). This seems like a problem for the two existing consumers of this method as well - it seems like the add-on installation "Restart" buttons don't cause the quit-application-requested prompts to appear.
