We should move the idle-daily logic for sending persisted pings from TelemetrySession to TelemetryScheduler.

That moved to TelemetrySend.jsm, we left it as triggering persisted ping sends for safety.
Lets revisit this later to decide if we still need it.

idle-daily scheduling is now handled by TelemetrySend.
