forked from upstream bug 1036834, because it's highly workflow dependant and would be trivial to fix as part of the BMO extension.
To avoid cases where the assignee of a bug is not a real person but the bug status is still ASSIGNED, we should automatically reset the status of a bug from ASSIGNED to NEW when the assignee is changed to either "nobody@mozilla.org" or an address ending in ".bugs".
- adds a hook after the old_object has been created but before the database is touched
- adds logic to prevent ASSIGNED to 'nobody' bugs
