Richard: Which version of Flash are you running?
Flags: needinfo?(richard.arcega)
Same here with:
OS X Yosemite 10.10.3
Firefox 38 ESR or Firefox 38.0.5 (Mozilla/5.0 (Macintosh; Intel Mac OS X 10.10; rv:38.0) Gecko/20100101 Firefox/38.0)
Adobe Flash Player Version: 18.0.0.160
I don't use a touchpad on my iMac. Scrolling with mousewheel won't work.

Build ID 20151215030221
User Agent Mozilla/5.0 (Macintosh; Intel Mac OS X 10.9; rv:46.0) Gecko/20100101 Firefox/46.0
I have tested this problem with the links provided by the reporter and I can reproduce this on FF Nightly 46.0a1. Adobe Flash Player Version: 20.0.0.235
I also tested some sites that use flash player: http://wickedgoodgames.com/flash11/marioworld2.html and they are working as expected.
If you think that this in not the right component please change it.

Resolving old bugs which are likely not relevant any more, since NPAPI plugins are deprecated.
