Details

We need to be able to roll out a new CDM to a proportion of our users each day rather than updating everyone at once.
I'm following up with catlee about our CDM throttling requirements.

Moving to P2 because we agreed in today's triage meeting that we can manually throttle CDM updates on the server side and implement a better solution after our first release.
Priority: P1 → P2

Balrog supports this, but the current model for GMP updates means we'd have to throttle OpenH264 at the same time. I'm hoping to make some server side improvements that will make GMP update management better this quarter. This is something I'll keep in mind.
