Follow-on from Bug 1143888.
We'd like to dispatch this a little after install.
We need to wait for a distribution referrer, which can take a while (it's not enough to cue on a distribution task -- see the delayed referrer stuff).
We also might want to be able to avoid sending based on user action.
We'll need to retry until sending eventually succeeds.

mfinkle is not driving for this in the 38 timeframe, since the plan of record is to turn Adjust pings off after 38.
