Patcher config fix for build2, because 38.0.5 mucked up it up, r=rail on IRC

rail points out that we'll need to remove the line
  past-update   38.0.5b3 39.0b1..
so that 39.0b2 updates work.

I landed this to fix up 39.0b8 Fennec, which used mozilla-release instead of the usual mozilla-beta:

We should back it out once we ship 39.0b8.

I backed it out already. We'll have to do a build4 to get the right branding.
