[Raptor] Make time between subsequent app launches configurable

Right now the time between application launches is hard-coded to 6000ms. We should make this value configurable, and potentially increase the default time.

LGTM and tested by running the launch test on flame-kk with various LAUNCH_DELAY times, single and multiple runs, single and multiple apps. Note, I updated the Raptor MDN documentation with this new env var.
