Props to Margaret for getting a repro case for this.
This looks like it might be a jarsigner bug.
Interestingly, this seems to be a malformed jar -- jarsigner wrote differing signatures for one file into the two manifests. What's interesting is that this verifies on other versions of Android.

This was fixed by rebuilding and resigning the jar.
