mcomella brought up that the mdpi screen layouts from bug 1128431 should actually be in layouts/ and the hdpi ones should be in layouts-hdpi.
Actually, on second thought, this seems to be working fine on higher dpi devices as well, so we should just unify these two layouts. We should replace the firstrun_welcome_panel from layout/ with the one from layout-mdpi.
Summary: Update incorrect hdpi layouts for first run → Use a single layout for first run
Waffling on this still - removing mentor tag until I figure out what's best.

The single layout has the downside of forcing large screens to be larger than the size of the screen and scroll, which is not ideal.
