Can't pan horizontally *and* vertically

Details
When you start panning horizontally, you can't pan vertically. And vice versa.

I can pan diagonally fine, used http://planet.mozilla.org on latest available builds. WFM.

Upgraded to build #8. I'm not sure it was this way with build #7, but now I *can* pan diagonally. *BUT*, when starting to pan either horizontally or vertically, I'm stuck in that direction. I need to *start* with a diagonal pan to be able to pan diagonally afterwards.

We use "axis locking" to make horizontal or vertical panning more constrained, once we determine you are panning in a cardinal direction.

I personally find this annoying. But if it's supposed to be this way, I guess there is no bug...

This is the default behavior in iOS, all apps and browsers work this way. I think we should stick with it, otherwise the app would feel out of place.

I am facing the big scroll on my website while opening https://clubapk.com/ there is right side increase in the scroll bar where it looks like page is extended a lot but on windows it is working fine.
