Steps to reproduce:

v18D base, shallow flash 2.2
Open music and play a song, try to open notification tray.


Actual results:

Just at the beginning of the swipe the animation flashes. 


Expected results:

The swipe gesture must be smooth.
Moving to system app so the right folks see it.
