1157657 - [Wifi Direct] Periodically do p2p scan if in inactive state

When p2p state machine is in inactive state, periodically request "p2p_scan" to let the device is discoverable. Almost all the stability issues are caused by the fact that the p2p is not discoverable after disconnection.

Vincent,
I'm sorry but I could not try your patch yet.
I have 3 nexus 4. Now 2 of them have trouble around wifi and I cannot enable wifi. Curiously, they can connect wifi if I flash android on them. 
I will try with other devices the week aster next.
