Deployment flow for socorrow apps
For both socorro and socorro-infra repos, deadci.sh needs to follow the diagram.

A couple notes:
* We're not going to push new AMI's for socorro-infra repo updates, since that jams us up on calculating hash and AMI for the staging/prod pushes. We're going to revisit this and potentially find a new home (in the socorro base repo) for the puppet manifests.
* We're not going to be using DeadCI due to logging issues, so we're going for a very minimalist Jenkins install.
* We'll be using a script pulled down from the socorro-infra repo to manage the deploys, ensuring its version controlled.
* Anytime the master branch of socorro-infra is updated, it will trigger an update job on Jenkins to pull the latest socorro-infra commits.
