In bug 1156762 there seem to be two issues causing flickering.
One issue is image decoding, and that's a hard problem to solve. But we still seem to flicker (to a lesser extent) even after all the images are decoding.
We shouldn't be flickering just because we change the background-image property between two already-decoded images. Let's fix that.
