Steps to reproduce:

This is follow up bug originated from B1106958 (Comment10)

Dynamical bitrate updates mechanism in webrtc engine is a core feature and should also be implemented in HW acceleration mode.


Actual results:

SetRates not be implemented in HW acceleration mode.


Expected results:

SetRates would be implemented in HW acceleration mode.
Note that this blocks enabling HW acceleration by default

This is still a problem. At least on Qualcomm platform, hw encoder cannot make their output bitrate meet the configured target.
