User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/41.0.2272.118 Safari/537.36 Steps to reproduce: This is follow up bug originated from B1106958 (Comment10) Dynamical bitrate updates mechanism in webrtc engine is a core feature and should also be implemented in HW acceleration mode. Actual results: SetRates not be implemented in HW acceleration mode. Expected results: SetRates would be implemented in HW acceleration mode.

Munro, could you please check if this bug is still relevant after your efforts in bug 1265755? Thanks a lot.

This is still a problem. At least on Qualcomm platform, hw encoder cannot make their output bitrate meet the configured target.
