It's nice to be able to expose debug settings and toggles in the main UI, at least in non-release builds.  (And possibly in release builds.)

This ticket tracks doing something that lets users interrogate and drive their Firefox Account into various states for testing.

Looks good. Don't bother squashing them. I think it is good to split it up.
