It's hard for users to diagnose why a site gets degraded security UI. We should provide some means (browser console, even PR_LOG if that's all that's easily possible) for users to diagnose this.

It turns out it's possible to deduce the cause of security UI downgrade without additional messaging. I made a start on an MDN document here: https://developer.mozilla.org/en-US/docs/Web/Security/Site_Identity_Button Also Bug 1153010 improves things here.
