Description:
When the user is an RTL-defined language (Arabic) and toggles between Automatic and Manual setting of Time for the phone, they will observe the text fields composing the drop-down menus for Region and City indent. With automatic settings, the fields are indented and switching to manual loses the indent to what would be expected behavior. This behavior is not experienced in LTR (English)

Repro Steps:
1) Update a Flame to 20150428010206
2) Open the Settings app
3) Change to RTL (Arabic) language
4) Navigate to Date-Time
5) Observe indent on Region-City (ex: City displays 'New York')
6) Toggle from Automatic -> Manual (or vice-versa)
7) Repeat step 5

Actual:
Indent on Region-City changes from toggling automatic and manual setting

Expected:
Indent on Region-City stays aligned based on language formatting (far-left for LTR and far-right for RTL)

This Problem cannot be reproduced on latest build of Flame 2.2/3.0, N5 2.2/3.0 by the STR in comment 0.
Actual result: Region and City text fields in Date-Time will not indent when toggling "Set Automatically" on and off.
If anyone can repro it, reopen again.
