Found this issue while testing Firefox 38 beta 8, build ID: 20150427090451. STR: 1. Open Firefox using a clean profile; 2. Install several toolbars (eg. Yahoo Toolbar, XML developer toolbar) and enable them). 3. Enter Customize Mode and observe the installed toolbars. Expected Results: The toolbars are faded out (unactive. Actual Results: The toolbars are active in Customize Mode and the user can use them. Notes: This issue also reproduces on latest Nightly and latest Aurora builds. Reproducible on: Windows 7 64-bit, Windows 8.1 32-bit Mac OS X 10.9.5 and Ubuntu 13.04 32-bit. This is not a regression.
