Steps to reproduce:

FF OS 2.x without SIM.
Then I inserted SIM.


Actual results:

For quite a long time (several minutes), the phone still says emergency calls only.
This ended only when I tried to call toll-free number.


Expected results:

User should be informed ("reading SIM card," "connecting," etc.)

And the status "Emergency calls only" should disappear as soon as it is no longer true.
