_get_pref doesn't take into consideration when a preference doesn't exist

Details

Because in that case, SpecialPowers.get%sPref will throw if the preference doesn't exist. So we should add some code in there that makes sure that it works in the case there is no preference at all. (this might be useful for bug 1150009)
