Steps to reproduce:
Just folllowed the assistant's procedure.
Suspect that the assistant is asking the
wrong questions. By comparison, the same
thing is child's play with Thunderbird, and
the latter actually works wheras seamonkey
seems to be useless as far as email is concerned.

NOT reproducible with EN-US SeaMonkey 2.33.1 (German Language pack) Gecko/20100101 Build 20150321194901 (Default Theme) on German WIN7 64bit.
@Reporter, please:
a) Contribute a problem related step by step instruction containing every
key press and every mouse click how to reproduce your problem due to
<https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines>
(similar to report in Bug 1139273)
b) Attach screenshots with comments if you believe that that might explain the
problem better than a text comment. Best way is to insert your screenshots
into a OOo or LibreOffice DRAW document and to add comments
that explain what you want to show (attach .png or PDF from source document)
e) Completelist of settings you used due to recommendations of Thunderbird
(what work) and all differences in settings due to recommendation of SeaMonkey
f) Your Email-Service-Provider (if not visible in (e))

Wonder if you're not running into Bug 521861 - After creating news account through clicking news URL Account Wizard is broken (skips account type selection, bound to invalid news account) ?

After private email from reporter I think I now know what the problem is.
I tried to add a new IMAP account of my enail service provider "Alll-Inkl" in TB and SM.
ThunderBird:
From email-address TB account wizard will find e-mail provider automatically and also the account user name (some string like "m3u89w38") for the account. Also the server names for incoming emails and outgoing emails will be detected automatically and inserted into the account properties.
SeaMonkey:
Finds nothing (because does not try). Username (some string like "m3u89w38") for the account and server names have to be typed by user.
So I think this one is an Enhancement Request to get a more comfortable wizard.

I think I should do some further invetigation before I switch this one to NEW

I should mention that in some later tests the TB automatic did not work reliable for me with provider all-Inkl:
g) Servername: always recogniced correctly
h) Username (is NOT e-mail-address): recognized never again
i) Ports for SSL/TLS: recognition did not work, had to be adjusted manually
