Follow-on from Bug 1158131 Comment 11. Add two explicit paths for retrieving prefs known to be simple or localized strings, rather than always taking the current heuristic branch. We could also consider inverting the check: if we retrieve a simple string and it's a chrome:...intl.properties URI (the only kind Fennec wants to treat as a complex pref), *then* fall back.
