Some metrics I wanted to add:
- utilized time by slot
- idle time
- at capacity time
- utilized time (but not at maximum)

After a little more thought my current thinking is to submit a metric every hour which contains the utilization of the machine as a percentage (and perhaps in the future breaking this down into what parts of that hour did actual work vs overhead)

So I know some utilization work was done here:
https://github.com/taskcluster/docker-worker/commit/f1b06972e4a5a97dc59b5954dd076afd205a7a67
Jonas, would that cover what this bug was opened about or are there additional metrics that should be added?
