Details

For debug builds, autoreg needs to run everytime.

On release builds, autoreg needs to run only if

	build number changed from the previous time we ran
	(or)
	-installer switch was specified

Plus issue a warning if build number changed from the previous run to warn users
that they downloaded a new version on top of an existing version and this could
lead to undefined behaviour.
