The code at https://mxr.mozilla.org/mozilla-central/source/browser/components/migration/ChromeProfileMigrator.js?rev=ea414edf26e3&mark=316-319#298 seems like it's oversimplifying and may lead to a bug like bug 270045. AFAICT, Chrome has the concept of host and domain cookies and it matches ours by using the leading "." so I'm not sure why we're stripping off the prefix.
