1162442 - Add tooltips to the buttons inside the conversation window context area

In bug 1142515 we added the ability to edit the context information that is attached to a room.
The 'edit context' pencil icon and close icon do not have tooltips defined, which is not ideal.
I'd like to propose the following strings:

 * Edit button: 'Edit Context'
 * Close button: 'Hide Context' in view mode and 'Cancel' in edit mode.

Verified as fixed on Windows 7 64-bit, Mac OS X 10.9.5 and Ubuntu 14.04 64-bit using latest Aurora and latest Nightly. Marking this bug as verified fixed and removing qe-verify flag.
