For developing things like summary alerts (bug 1150152) it would be handy to be able to import pre-existing perfherder data into a development instance. Let's make this possible.

(I suspect it would be desirable to be able to import treeherder data from one repo to another more generally, but let's keep the scope limited for now)

Attachment: First stab at a data import script

This isn't complete, but does enough for me to continue development on Treeherder Alerts locally, which was the goal of the exercise. :) If this looks reasonable, I'd like to land it and perhaps iterate on this a bit more later (at least getting result set information pertaining to perf, perhaps expanding it for other treeherder data as well).
