1163247 - Check for a property set by self-serve to select tests in mozharness

Now that we're getting test selections out of try syntax we'd like to be able to do that for arbitrary jobs triggered by self-serve (for instance via mozci). I can set properties and files, but can't see a way to arbitrarily modify the sourcestamp.

We can just check for a new property in mozharness we set ourselves.
