From 38.0 we have an EME-free repack for those people who do not want to use the Adobe CDM. We had an issue with the blog post pointing to the wrong build in the candidates dir on stage, and ended up doing this to recover # ffxbld@stage cd /pub/mozilla.org/firefox rsync -av candidates/38.0-candidates/build3/partner-repacks/EME-free/win32/ \ releases/38.0/win32-EME-free/ and pointing to http://download.cdn.mozilla.net/pub/firefox/releases/38.0/win32-EME-free/. We should automate this as part of push to mirrors.
Even better, Ben pointed me to where we can do this in the repack config so that it all works automagically.

This is a variation on what we used to do for EUBallot builds, which set output_dir to "win32-EUballot/%(locale)s". Then the rsync picks them up for free.
