Remove the feature to submit a testplan for preloaded apps since it is not being used by anyone.
Let's archive the current test plans before we drop them completely. When someone starts working on this give me a heads up and we'll pull them off prod.

The test plans are in the app folders on file system as "test_plan_<ID>.pdf/xls" if we ever need them (unlikely).
