Details
Make it so the AMD Radeon fallback switches back to hardware decoding when using a H.264 level that is lower than the one that failed.

Matt - can I vote for this one? It would make a big difference to low end AMD CPUs such as E1s.

We should be re-attempting hardware decoding for any resolution change now (and never attempting it for ones that won't ever work), so I don't think we need to do this.
The only reason to hit fallback should be because the GPU is overloaded, so resolution switches seems like a good time to test again.
