116563 - [RFE] keyboard shortcut to Mail & Newsgroups Account Settings

I'd like a keyboard shortcut to Mail & Newsgroups Account Settings.  I recommend
Accel-Shift-colon, to complement the not-yet-implemented Accel-semicolon
shortcut for Preferences (bug 51125).  On international keyboards where these
keystrokes don't work well, the shortcut could be disabled altogether (which
would be no worse than what we have now), or an alternative could be used
instead (recommendations?).

Also note bug 107134, Mail & Newsgroups Account Settings should insert itself
into the Edit menu globally, not just in Messenger windows.

This bug report is registered in the SeaMonkey product, but has been without a comment since the inception of the SeaMonkey project.
