Following bug 1123846, in order for customerizer to be able to be used, the pref has to be turned on.  If I understand things correctly.

Only full debug (B2G_DEBUG=1), has this turned on from what I understand.

I think we need the pref on in the engineering build as well?  Otherwise people will have to turn it on manually.
