When I use Mozilla 0.97, browser.download.dir is not saved in pref.js in my
newly created profile. Everytime saving a file (image/html), the installation
directory is shown as default.

Adding the item explicitly in pref.js does not help too.

Reproducible: Always
Steps to Reproduce:
1. Create a new profile.
2. Start browser. Save an image in a directory other than the installation
directory.
3. Save another image, the installation directory is shown as default.
4. Stop browser.
5. Check pref.js, cannot find browser.download.dir
