If you open Fennec the tabs module never sends ready events for the first tab, you can load pages as much as you like and nothing gets sent.
Tested on Fennec 38, probably been a problem for longer.

I'm a little wary of this since I can't get automated tests to run at all on Fennec right now but this makes things better in my limited testing with a simple logging add-on. It just makes sure to pipe all events from a tab to the tabs list whether they already existed at startup or not.
