Right now this is as simple as checking for the presence of history in the meta/global engine list. In the future we'll have the usual engine controls.

This is very rudimentary, but it'll stop us syncing when we shouldn't. https://github.com/mozilla/firefox-ios/commit/3179daeb4babb7bb37a97509e93cabbdcca138b3
