This bug will merge new build system in https://github.com/cctuan/gaia/tree/config-build to master.

The basic requirements for this patch should be:
1. all tests pass on try
2. bug 1154582 , bug 1154583, bug 1154585 should be done
3. https://wiki.mozilla.org/User:Timdream/Gaia_build_requirements
4. Clean refactoring SOP for each build module and app's own build script
5. Proof that incremental build should be faster than old build.
