In comparison to an alternative PDF Viewer pdf.js seems to be very unusable here. Many pictures, including the backgrounds, are missing and it's incredible slow.
I opened this document, I noticed little slow down during scrolling. I scrolled it right down and returned to the top, from then it was scrolling flawlessly (probably because document loaded itself fully to the cache).
It may be just related to your hardware and software configuration, not to Firefox
Make sure you have all up-to-date drivers, system patches, Firefox itself. Make sure hardware acceleration in Firefox is on. Disable Firefox addons and plugins. Disable/uninstall any **** and unwanted software from your PC.
I believe this is not Firefox "bug" and this report is invalid.
Just to note, I actually checked it with Firefox 38 so my comment about your experiences may be innacurate.
Do you tried it on Firefox 41 and have such results? Can you post screenshots with missing pictures in that PDF?

Images not loading are bug 1164199.
After that is fixed, you should re-evaluate if you still think Firefox should load this pdf faster (it didn't seem to me as 'incredible slow'.
Also, please post your platform, as differenct platforms use different backends to draw.

'incredible slow' referring to the loading icon that will never disappear because the images will never load.
