What problem would this feature solve?

People signing up for browsercompat.herokuapp.com get a 500 error, because the AWS SES server returns a 554 error "Message rejected: Email address is not verified"

* Apply for a production SES account on browsercompat.herokuapp.com
* Get permission to send email through Mozilla's servers
* Display a friendly message instead of a 500 error

I've successfully applied for a production SES account for browsercompat.herokuapp.com, which should stop the 500 error.  Further action can be delayed until we're ready to go to production.

The BrowserCompat project is canceled.  See https://github.com/mdn/browsercompat for current effort. Bulk status change includes the random word TEMPOTHRONE.
