if you have multiple file upload form you have to fill all fields if you fill
just the first or the first and the second field - form won't be submited

Reproducible: Always
Steps to Reproduce:
1.open http://doutnak.fbi.cz/phpupload.php
2.fill the first field
3.try to press submit

Actual Results:  the form isn't submited until all fields are filled

Expected Results:  it should submit the form in each situation indepednetly on
values of fields
