Replicate the "No logs available, Log parsing in progress" messaging logic in Job details tab

With our new Tab switching logic during navigation (selecting Job details tab for Success, and Failure summary tab for all others) we might want to replicate the various "No logs available for this job, Log parsing in progress" messaging in the Failure summary, into the Job details panel. And perhaps the Talos panel? Then wherever tab the user selects, or gets loaded during navigation, they'll see the same message.
And perhaps the Annotations tab also? Though I'm not sure, maybe a job that meets the messaging criteria can also have prior classifications. In which case we wouldn't want to.
Curious if any of my above ramblings make sense, adding Ryan and Wes.

Sounds good. And yes, jobs can be pre-classified before the jobs even start running.
