This spec should not be comprehensive, just few lines about all services we agreed currently. It should be complemented with more details in service-specific bugs.
It will likely be in services/README.md.

Looks good for the first draft spec, just few nits and question.
Now we should not forget to update/improve spec altogether with service changes :)
